Sport Venue Risk Assessment

Description:
Sport venue owners, managers, and stakeholders must be aware of risk assessment methodologies to assess threats, identify vulnerabilities, and minimize consequences through the implementation of risk reduction strategies. Sport venue managers should conduct a risk assessment workshop each calendar year in which they develop a multi-year risk assessment plan, including a multi-year risk assessment training schedule.

This process will include:

1. Identifying a Sport Event Security Action Team (SESAT): this step ensures multi-discipline cooperation and the ability to receive information from different perspectives. The team is responsible for providing information about the sport facility. Team members may include: facility manager, police chief, local county emergency management director, emergency medical services, fire/HAZMAT, public health, and a public relations representative.

2. Characterization of assets: critical assets may include the fans, stadium, surrounding buildings, vendors/contractors, police department, game day command post, medical services, and electric, water, and gas supplies. Community critical assets may include municipal police department, fire department, local hospitals, public works, and ambulance operations.

3. Threat assessment: focuses on potential threat elements, including the existence of a group/individual operating close to the venue, history or past activity of the group/individual, intentions to act, capability to act, and targeting of the sport venue.

4. Vulnerability assessment: is a key component of the risk assessment process and involves analyzing several key factors about the venue itself including level of visibility, criticality of sport venue to jurisdiction, sport venue population capacity, potential for mass casualties, impact outside of the venue, and existence of CBRNE elements.

5. Consequence evaluation: analyzes the potential number of people requiring transportation/hospitalization, the potential loss of life and infrastructure, the economic and environmental impact, and the level of social trauma.

6. Risk assessment: the overall risk level is calculated during this step. After analyzing the threat, vulnerability, and consequence levels, an overall risk level is determined for the venue.

7. Consequence reduction proposals: also referred to as countermeasure improvements, these are provided to management based on their individual venue assessments.
